Well, if you want the bird to be happy, get another budgie because, in truth, they don't do well on their own as budgies are intensely flock oriented. I've never believed that when you have a pair you lose the bond... it does change, I grant you that, but it doesn't disappear. Personally, my goal with all my birds is for them to be healthy and happy and, if they happen to bond with me, good, but, if they don't, it's good too.
Your best bet would be to get a hand-fed female of the same age because you would have a pair (which is the ideal situation for birds as social as parrots) and, as she is hand-fed, she will be tame and, as you interact with her and the male sees that she is not afraid of you, he will relax and begin to regard you differently than just a giant alien to be feared.
