I'm not really sure how to answer the poll. My cockatiel always starts to sing when he hears the vacuum. I wouldn't call it freaking out.

The budgies are pretty much indifferent though.

My shih tzu though, he thinks the vacuum is the devil. He attacks it whenever it's on.

No, neither bird minds when I run the vacuum cleaner. However, for reasons that are not at all clear to me, Scooter objects when I lift it off the ground and move it with it NOT running.
