What software do you use to view/edit photos? Most such allow you to adjust the size (not crop) and you can make the image smaller in terms of storage by changing the physical size or resolution. I'm mac-based so I probably can't help you directly unless it is a common tool on both platforms.

You can do it with Preview, for one thing. Also iPhoto. In Preview you can use "Adjust Size" on the "Tools" menu if your photo is a JPEG (and probably other graphics formats as well, but not PDF).
