The point im making is someone would probably take him but they didn't even try find him a home.Just like rescues looking for homes someone will eventually want to rescue.I agree it could be hard only because someone that currently has no birds would have to take him but someone that has Parrots would most likely want him but cant because of his disease.

Yep, that was my thinking, too - the ones that could take him without any risk would have no experience caring for a bird with such a disease and the ones that have the experience cannot take him because, surely, they already have other birds.
