If he hasn't already been to an avian vet for a check up and testing you need to do that first.
Secondly his diet needs looking at like the previous poster said, please consider a base diet of pellets and feed more vegetables than you do fruits. You can sprout some of his seeds to make them more nutritious.
Third take a good look at his routines, training and interactions and see whast you can improve on. Same with his cage, toys and other things to do to keep him stimulated and occupied.
If you need any suggestions everyone can help you with that but the main thing is making sure there are no medical/nutritional issues which is the most likely thing.
