Budgies are one of the most popular pet birds, and yes I agree that IF the bird is not tame you should keep two or more of them, but hardly anybody actually has a huge outdoor aviary like you. If you feel that every small bird owner should keep them in an aviary with a flock, than maybe small parrots should only be left to the people who have the space for an aviary.
