I've seen one breeder in Canada that breeds capes,SO expensive!

Yes they are very hard to get here in Canada, In Western Canada it is very hard to find any poicephalus species other than Meyers, Senegals, and Red Bellys. You will have more luck finding a Jardines, and they are similar to the Capes in many ways.
