No, that's not from rubbing anywhere -rubbing does mess up their tail feathers but it's always on the edges, never in the middle. That was something the bird did to itself or another bird did to it. If you don't have any other bird, then it's chewing which could be the precursor of barbering which could be the precursor of plucking which could be the precursor of self-mutilation [the old 'slippery slope' that politicians like so much]. The only other possibility that I see is that there was a stress bar there and maybe the bird landed hard or hit the tail against something that made the weak part where the stress bar was break up. Now, both chewing and stress bars can be corrected but, as they are problems brought on by something that is bothering the bird, we need to find out what this is so we can tell you how to correct it. So, please, tells us which species, age, gender, diet, light schedule, how many hours of out-of-cage and one-on-one and whether his daily routine is always the same [and I do mean always so, if you change his routine on weekends or whatever, this is relevant, too].
